Principles
A narrow statement researchers, regulators, practitioners and members of the public can support without endorsing every record, analysis or policy position.
THE STATEMENT
Public decisions about large-scale computing infrastructure should be informed by environmental records that are accessible, source-linked, clearly dated and open to independent verification.
A permit record documents a regulatory action. It should not be presented, by itself, as proof of compliance, noncompliance, actual emissions or environmental harm.
Researchers, regulators, developers, investors and the public benefit when primary records can be searched, compared, corrected and cited.
WHAT SUPPORT MEANS
Bounded claims
The existence of a permit, filing or study should not be stretched into a conclusion its source cannot support.
Visible provenance
Dates, source links, transformations and material corrections should be disclosed.
Independent review
Experts should be able to challenge a field or interpretation without being represented as endorsing the entire project.
Disclosed interests
Material funding, advisory and commercial relationships should be visible where they could affect interpretation.
Correction over certainty
A credible public index must make it easier to correct an error than to preserve an attractive claim.
