199 permits now include page-cited equipment and limits.
Release 2 covers the complete snapshot with visible QA tiers: 35 fully verified documents, 5 additional second reviews and 159 machine-extracted candidates. Permitted values remain separate from actual operation or emissions.
The national locator now exposes source-linked permits, utility cases, planning records, incentives and federal materials as CSV, GeoJSON, JSON, RSS and individual citation pages. It remains a public-record collection, not a facility count.
The CSV is the reusable table. The dictionary defines each field. The citation and data-package files make the same release discoverable to reference managers and research tools. The change feed reports verified source snapshots without creating artificial updates when nothing changed.
Definitions follow the controlling state table. Display pages may expand locality abbreviations for navigation, but the downloadable CSV preserves the agency label.

REUSE BOUNDARY
Cite the index. Follow the source.
The Public Evidence Project provides the normalized arrangement, documentation and change history. Virginia DEQ remains the controlling source for permit status and document content.
A row records an issued air-permit listing. It does not establish construction, current operation, actual emissions, compliance, exposure or harm.
