Open verification queue
A 25-record pilot that shows exactly where federal facility identifiers remain unverified. It publishes the unresolved queue instead of converting a name search into a false match.
WHY THIS EXISTS
One Virginia permit can cover several buildings or street addresses. EPA search results can also return similarly named facilities in different states or multiple records for one campus.
The pilot therefore does not publish an FRS Registry ID or ICIS-Air ID until the physical address and federal program linkage agree. A blank field is an explicit research result.
The downloadable register is suitable for review and completion. It is not evidence that a candidate is absent from FRS or outside federal programs.

These gates turn identity resolution into a reviewable method instead of a private judgment.

CURRENT FINDING
That is preferable to attaching the wrong federal record. The first release documents single-address candidates, multi-building cases, one missing-address case and one out-of-scope record.
Future versions will add an identifier only with a dated EPA source URL and a short match-basis note.
