Dynamic Lifecycle Innovations, Inc. will operate a logistics and light processing facility for used electronic equipment at the Loudoun County facility. The primary operations involve receiving, sorting, and pre-processing refurbished and end-of-life electronics from commercial institutions and data centers, fitting within the "manufacturing, processing, fabrication, assembly, and distribution of products" as permitted under Section 723.3.1 of the 1972 Loudoun County Zoning Ordinance (PDGI Zone). The specific activities include:
Transportation and inbound shipping/receiving via box trucks.
Warehousing and storage of electronic equipment.
Sorting and categorization of materials to be then sent off for reuse, recycling, or further processing.
Asset tracking through data entry and inventory management.
Light preprocessing, including hard drive wiping for data sanitization or hard drive destruction for bad drives.
Outbound shipping/receiving for distribution to recycling or reuse processing locations.
Additionally, a small (3HP) hard drive shredder will be used as an accessory and incidental operation (per Section 720.1) to securely destroy hard drives on-site. Shredded materials will be sent off-site for further processing or brokering. This accessory use is customarily incidental and subordinate to the primary operations and does not constitute a "junk yard" per zoning definitions. Per correspondence with Loudoun County’s Department of Planning and Zoning (dated September 29, 2025), these operations are acceptable within the PDGI Zone without requiring a special exception (SPEX) or ZCOR approval.permitted · agency recorded
