Virginia JLARC’s review is the most useful single source for understanding the scale and tradeoffs of data-center development in the Commonwealth. Its findings are neither an industry endorsement nor an environmental prosecution: they document benefits, constraints and planning failures in the same report.
The scale of the Virginia industry
JLARC reports roughly 340 data-center buildings across Virginia, totaling more than 63 million square feet on about 7,200 acres. It estimates approximately 5,050 megawatts of operational capacity—an electricity requirement it compares with the needs of roughly two million Virginia households.
The report says 80 percent of the industry is concentrated in Loudoun, Prince William and Fairfax counties, with Loudoun alone accounting for about half by site count, building area and estimated energy use. These are statewide planning estimates, not a list of air permits or a live facility registry.

Energy demand is the central system constraint
JLARC concludes that meeting unconstrained data-center demand would require very large additions of generation and transmission infrastructure and would be difficult even under scenarios that meet only part of forecast demand. The report discusses solar, wind, natural gas generation and transmission as parts of the required buildout.
That conclusion does not mean every announced project will be built or reach its requested load. It means state policy cannot evaluate projects only one parcel at a time; cumulative grid requirements, construction feasibility, cost allocation and reliability matter.
Regional air contribution is small; local questions remain
JLARC estimates that data-center diesel generators contribute less than four percent of regional nitrogen-oxide emissions in Northern Virginia and 0.1 percent or less of regional carbon monoxide and particulate-matter emissions. That is an important counterweight to claims that generator permits dominate all regional air pollution.
The report also notes that a small regional share does not resolve possible localized effects and says Virginia DEQ is studying that question. Regional inventories, facility permit limits, operating hours, dispersion and neighborhood exposure are separate evidence layers.

Water and land-use findings are more local
JLARC describes current statewide data-center water use as sustainable while warning that use is growing and could be managed more deliberately. Cooling technology, computing density, climate and the water embedded in electricity production all affect the relevant footprint.
The report says one-third of data centers are located near residential areas and identifies cases where zoning rules or exceptions placed industrial-scale uses next to homes. This makes planning and siting evidence as important as statewide totals.
How to use JLARC without cherry-picking
An advocacy page can quote only the growth constraints; an industry page can quote only the regional emissions shares. A public-evidence page should show both, identify the unit of analysis and link readers to the full report.
JLARC is an authoritative state source, but it is not the permitting agency and does not replace Virginia DEQ records. It supplies statewide context for interpreting individual permits, local zoning decisions and utility proceedings.
